Norman J. Warren said this was produced by the same producer as Bloody New Year (1987), who hired him to direct and told him she had set up arrangements to make the film in Macclesfield, England. But when he arrived with a production crew, nothing had been done. They had to start from scratch which was a massive undertaking, including renting boats and helicopters since it was a spoof James Bond film.
The budget was so tiny that the producer kept returning props back before the production crew had finished with them. One scene required an atomic submarine to arrive, but when director Norman J. Warren asked the producer how they were supposed to achieve that shot, she suggested they just use a drainpipe to look like a periscope.
